The Taiwaneseoffshore wind power sector has only recently emerged; issues such as wind powertechnology, talent, and bank financing have been challenging. However, offshorewind power policies have been implemented in order to stimulate development inmaritime construction and wind farm operations. The cooperation with the German testingcompany TÜV Rheinland (Technischer Überwachungsverein, Technical InspectionAssociation)1gives an international linkage to the green economy in Taiwan. A wind power forum was jointly hosted by TÜV Rheinland and the TaiwanWind Turbine Industry Association in 2017. Foreign experts were invited toshare information on topics such as offshore wind power life-cycle riskmanagement and analysis, international wind power standards, underwaterinfrastructure certification, as well as implementation and planning ofoffshore wind power industrial localization in Taiwan (TÜV Rheinland, 2017).
Risk management in the renewable energy is an efficient plan of reducing thecosts and creating job opportunities along with implying technologies from oneof the most successful countries in green policy managements. It targets alldevelopment goals as stipulated in the Bureauof Energy’s Guideline on EnergyDevelopment (2017). The rapidgrowth in green policy in Germany and its economic stability made it a leadingcountry regarding renewable energy. Germany established its economy to beefficient, promoted alternative mobility, educational and training programs,research development, etc.; TÜV Rheinland is one of the leading technicalinspection and testing companies in Germany, who got involved with Taiwan’sgreen economy policy.
“We believe that we can only make a positive impact oneconomic, social and ecological issues if sufficient revenues are secured” (TÜVRheinland, 2018a).2TÜV Rheinland offers technical service in testing, inspection, certification,consultation and training in different fields. One of their specialization isPower Generation (biomass, fossil, nuclear, solar, wind). Since its founding in1872, it has grown from a regional testing organization into one of the world’sleading testing service providers with two of its centers in Taipei and inTaichung. TÜV Rheinland Taiwan is the first to obtain the Taiwan AccreditationFoundation laboratory qualifications for uninterruptible power supply testing,making it the only local certification body recognized by the US EnvironmentalProtection Agency for testing and certification (ibid.
, 2012). In 2009,following the opening of the Lungmen nuclear power plant in Gongliao District,New Taipei City, Taiwan Power Company turned to TÜV Rheinland when a widespectrum of inspection services by authorized personnel were required (ibid.,2018b).31 TÜVRheinland comprises German businesses that provide inspection and productcertification services.2TÜV Rheinland acknowledges its social, ecological and economic responsibilitiesthat determine the company’s policy on values and responsibility. The profit-orientedcorporation is trying to control and minimize the negative impact of today’sbusiness practices on the environment ().
3The construction project of the Lungmen Nuclear Power Plant began in 1999, wasexpected to be completed by the end of 2004. However, civil protests andinterruptions by Taiwan’s government caused significant delays. Taipower neededa reliable Authorized Nuclear Inspection company to conduct comprehensiveinspection services on the plant’s site (TÜV Rheinland, 2018b).
