Is there a sex predator behind those lenses? The device you see is anunmanned aircraft system and more commonly refer as drone. The scenario mentionedabove is one that numerous people have encounter, or will find themselves in,as more civilian gets their hands on them.  The purpose of this report is to analyze the currentlaws targeting drone user.

To recommend plans that will be more effective ondrone activity. Part I of this report will focus on the cost, distribution, andcapacities of drone. Part II discuss about the safety and privacy issue and illegalincidents that occur with drone activity.

Finally, part III explores thecurrent federal and state laws that pertain to drone activity. Background            Thispart will provide a brief historical development of unmanned aerial vehicle(UAS). According to theSmithsonianNational Air and Space 2017, the production of drone first appears in the early1900s. TheKettering Aerial Torpedo (Kettering Bug) was America’s first production ofdrone. The Kettering Bug was a miniature biplane constructed to carry a bombload equivalent to its own weight of 300 pounds as shown on Figure 1. The KetteringBug can attack targets up to 75 miles from its starting point, while travelingat 50 mile per hour. Despite some successes during initial testing, theKettering Bug was never used.TheUnited States military ordered copious amount of the Kettering Bug during the lastmonths of World War I, but when the war ended the orders were cancelled.

Furtherresearch indicated that during the late 1980s, the development of drone shiftedfrom a plan in need of transformation to a weapon that currently played a vitalrole in military worldwide. It was the event in 1990 when Iraqi forces invadedand annexed Kuwait, that gave manufacturer an opportunity to see the potential advantageof what drone can do. The drone operated at the time demonstrated to be remarkablyworthy by supplying information about opponent’s locations. It was during thisperiod that the drone technology escalates dramatically (Cash 2017, 701).
