INTRODUCTIONMinistryof data Technology and telecommunication has finally issued the long informationTechnology Policy of Pakistan and hasfree it within the name of “Digital Pakistan Policy 2017”. Ministry of infotechnology worked on the policy for many years, accessed all classes ofshareholders and worked on nearly each feature to issue the ultimate policy .To effectively address and improve the international rankings in governance. TheIT policy focuses on four wide areas for implementing the policy laws.
the govtof Pakistan (GOP) tries to boost its voters quality of life and economiccomfort by guaranteeing handiness of approachable, affordable, reliable,universal and top quality ICT services. political party and Ministry of ITpowerfully believe mass approval of evolving digital technologies andapplicable applications as enablers of cross-sector socio-economic developmentand transformation of economic activities, governance models and socialinteraction . MOIT stated that this policy will act as the basepillar in the development of a universal Digital Network in the country. Itwill utilize innovative ideas and mechanisms for the quick transfer of newgeneration digital services, features and substance.
VISION OFDIGITAL POLICYThe vision with regards to Digital Pakistan Policy is: ” To become astrategic enabler, for an accelerated digitization ecosystem, to expandknowledge based economy and drive socioeconomic growth”SALIENT FEATURES The following four complete points reflect the mainfocus of the digital policy of Pakistan.These points will help to improve the intercontinental rankings inadministration, enterprise, learning capital, demand and supply, and ICTabilities. They are ; 1.
Digitization of Sector2.Collaboration of cross-sector3. Sustainability of IT sector4. Innovation and EntrepreneurshipDigitization of Sectors :thedigitization process is basically the process of converting information into adigital format , like the conversion of text, pictures, or sound into a format thatcan be processed by a computer . Sectoral Digitization development ofapplicable next generation services, applications and content will helptransform key economic sectors. The agriculture sector can be expanded through informationdistribution systems to transform Pakistan into a regional bread basket.
The healthcaresector can be transformed through applications for Tele-health for patients andremote continuous medical education for doctors. Financial services can betransformed by making payment gateways and mobile banking services available toall (digital financial inclusion). Smart networks and meter system can addressissues that outbreak the energy and utilities sector. To ensure their massadoption, digital services and applications can transform economic sectors by beingrelated and delivering value by cost-effectively solving problems of citizens,consumers, enterprises and government.Cross-sectorcollaboration :ThisDigital Pakistan Policy reports the need to create a complete DigitizationNetwork with infrastructure and institutional bases, engagement models,monitoring and measurement devices for improved communication, coordination& relationship within ICT sector and with other sectors of socio-economicdevelopment through quicker Sectoral Digitization.i. the MoIT want to make a holistic digitization in which they want tomake “Technology Parks” in a major cityof each province. If possible, located on or close to the campus of universities to promote cross-sectoral teamwork and buildrequired professional skills for the ICT and ICT-enabled sectors.

Shared Service Centers, including shared cloud services, at each TechnologyPark to deliver interactions, economies of scale and enable innovators andentrepreneurs to concentrate on their core competencies.iii. Incentives for initiatives – banks, pharmaceuticals, healthcare, telecometc. – to locate their R&D centers at TPs to promote cross-sectorcollaboration and digitization.iv. Promote entrepreneurship through ‘Technology Incubators’ and arrangement ofProject Capital funds IT Sector Sustainability:Toattain holistic digitization , there is a need to report both supply and demandside incompetence towards motivating demand and creating a workable IT sector:i. a multi-channel e-government platform is requiredto increase the quality and reach of public services.
ii. 3G/4G mobile range saleof 2014 has boosted broadband mobileinternet penetration, increased smart phone usage, generated demand for digital services and applications, and enhancedthe digitization of government and all sectors of socioeconomic development(See figure 1 below) Internetuseage iii.In addition , this Digital Pakistan Policy also represents a model shift in Research and Innovation in developing technologies and their strategicutilization through commercialization opportunities to create new solutions, newcompanies and new jobs.Entrepreneurshipand Innovation:Entrepreneurshipplay an important role in economic growth of Pakistan in light of the quick advancement of informationtechnology and growing importance of knowledge .improvement in Entrepreneurship, research and innovation to deliverinnovative solutions and services and these solutions will be promoted through:i. Human resource development intraditional sectors as well as new and developing technology domains.ii.
by introducing the Venture Capitalfunds for Incubation Centers. iii. Technology Incubators at each Technology Park to commercialize newinnovations and products and create new companies and sustainable employment.iv. National level competitions on regular basis in all key developingtechnologies . v.
Applications to promote and encourageinnovation and entrepreneurship.PROBLEMS :Educational Issues:Education is considered as the backbone of modern economies which plays asignificant role in the implementation of digital policy . In Pakistan less attention has been paid to theeducation sector while higher education is the most neglected one.
Thecomputer and information literacy play a meaninful role in the implementationof digital policy Pakistan in the organizational structures . so thebiggest issues in the educational sector are :1: Lack of uniformity in courses.2: out-dated curriculum and poor facultyare barriers to the implementation ofdigital policy in the country.3: Currentlyno official data is available on the number of schools having access tobroadband internet. 3: Health sector is of the view that quality of the IT professionals is poorand are incompetent to the meet the national IT requirements.BureaucraticIssues:Theadministrative machinery of the country plays a key role in the success orotherwise failure of the digital process.
The major issues include the negativeand non-cooperative attitude and poor support for implementation of the ITpolicies besides weighty procedures and lack of information technology know-howon the part of bureaucracy. Moreover, the development of enough infrastructurefor online transactions and eGovernment needs both physical and legalinfrastructure which again depends on the interest of government officials. whoprovide funds for the development ofphysical infrastructure and control legal infrastructure.1: Public sector says that bureaucracy is somehoe playing a negative role in the promotion and development of IT infrastructure in Pakistan . 2:Private sector is of the view that Government IT policies are unreliable forIT promotion PoliticalIssues : Thepolitical conditions of pakistan is the biggest and threating problem for theimplementation of the digital policy :1:Public sector is of the view that political environment is unstable for the development of IT in thecountry .
2: Political untability of the government itself reflects the threatening IT in Pakistan.3: Management perceives a gap between users and developers due to organizationalIT immaturity than IT Professionals.SocialIssues :Socialfactors, beliefs and expectations are considered as important factors forsuccessful of digital policy of Pakistan , Navareete and Pick (2003) andHageenaars (2003) argue that social factors are the most significant successdeterminants or otherwise failure as belief, expectations, culture and valuevary from setting to setting, so detailed analysis of the social and culturalfactors help the management how to successfully undertake IT projects and thesesocial beliefs are uncovered in the policy paper , many employees in theorganizations don’t have any know about the digital policy and implementationof the policy is the biggest risk for them .1: It is perceived by employees as threat to their economicand social status in the organizations.CONCLUSION& RECOMMENDATIONS: The policy implementation will require constantmonitoring and evaluation of its results .
However, an suitable strategy will alsobe prepared to implement the policy to make the digital Pakistan . IT Ministrywill encourage provinces and bodies to use this Digital Pakistan Policy as aguideline for their own IT advantages. Provinces can identify their own requirements and implementation of the policy .However broader placement to the national level Digital Pakistan Policy must beconfirmed. For the implementation of the digital policy of Pakistan they mustgive the know how to all the department and to make infrastructure and introduce newtechnologies to promote e-Governance tomake Pakistan the prime candidate in good governance through IT enablement atall levels to , clearness and accountability by setting up integratedgovernment databases and applications. Encourage the use of ICT in publicschools and ensure they are online and have a meaningful impact on the currenteducation eco-system within three years in a phased manner.
